General Meeting of the Southwest Section of the USFA
San Marcos, TX
Four Division chairs were present: Oklahoma, North Texas, South Texas,
and Ark-La-Miss. Approximately 24 members, some proxies.
I. Old business
A.
Treasurer's report
Income $3281
Expenses $886 - Ark-La-Miss for 1999 Sectionals
$566 - Fall mailing
$97 - Referee
$375 - Spring mailing
$150 - Regional youth circuit awards
$??? - Sectionals expenses
Move to accept. Unanimous.
B.
There are about 1000 members in the Section.
A suggestion to look into bulk mail rates was made.
Discussion about mailings. Agreed to keep Fall and Spring
mailings, and use internet for electronic updates. The website address will
be listed on the sectional mailings. Clubs to
be responsible to keep up with electronic messages and inform
members.
C.
Agreed to register domain name "southwestfencing.org," to find
a host for the domain, and to move Section web pages.
D.
Discussion of the "David Burns" issue.
"Do what is right and bring him to account."
versus
"We have no power, waste of money and energy."
Motion - Close the issue.

E.
Secretary report of May 1999 meeting. On Section web site.
Accepted unanimously.
II. New Business
A.
Sectional Circuit - Presented by David Sierra, document on
section web site.
Concept passed to be reviewed by Executive Committee.
B.
Youth Circuit - Presented by Mike Kline, coordinator appointed
to replace Samantha Arnold.
Consistently 20 fencers in foil, 15 in epee.
There is a change in the Youth-10 format, so that bouts are not scored.
Divisions should give offer to host RYC event to Mike Kline prior to July
31, 2000.
Not all divisions - in particular, North Texas and Oklahoma - have
taken part in the 1999-2000 RYC events.
No written report, verbal report accepted by membership.
Synopsis of report to appear in minutes.
C.
Bylaw changes - Presented by BJ Goins.
Changes that were noted in 1998 when bylaws were accepted.
Delete times in section ___
Leave amendments in section ___
Announce meeting 30 days prior, Article V Section 1.
