We are not at the point where we call them rules. The official rules are 
the USFA rules as applied to youth events...includes instructions on 2 
blades etc. 

These guidelines are local modifications to scale down the USFA rules to 
make it easier for local/regional organizers...like provisions for mixed 
events when there are not enough boys or girls in a specific event. USFA 
rules require separate events which often do not provide enough fencing at 
local tournaments.
